Howard retired from the United States Navy in November 1991. He earned an Associate in Business Management from Bryant & Stratton in 1996.

Accomplished computer technician with over 15 years experience in diagnosing and troubleshooting computer problems. Howard has over twenty-five years in management with strong sales and customer service skills, which has enabled him to effectively interface with all levels of an organization and its customers.

He started his career with the State of Arizona in Oct 2003 as a desktop technician at AHCCCS. In Oct 2005 he was hired by ADOA ISD as the Lead Desktop Technician. In July 2006, he was assigned to form and manage a group to handle IT work for state agencies outside of ADOA. He started with 1 Agency and 2 technicians. Today his group has over 24 customers with 4 technicians.

Howard's group was awarded both the Team of the Quarter, 4th Quarter 2007 and Team of the year 2007.
